Title [Speech] Vice-Chair Report for Asia-Pacific & South Asia at the WEC Officers Council Meeting 2005.12.25

As the new Regional Vice-Chair for Asia-Pacific & South Asia, I will focus on supporting a successful completion of the activities launched under my predecessor Mr. Miyahara of Japan and on introducing new initiatives in line with my vision for the future of the region and the expectations of the regional Member Committees.


1. Support for the WEC Scenarios Study
The regional support for the Scenarios Study is a major focus for the WEC Asia-Pacific and South Asia Member Committees.

Since Asia is geographically large and economically, socially ethnically and culturally diverse, this is a very challenging task.
This task looks all the more formidable due to the reality that some economies in the region are net exporters of energy whereas many emerge as net importers in huge amount.
Mr. Yasuo Hosoya, WEC Regional Scenarios Coordinator for Asia, has been taking the lead to establish the planning and methodology for this difficult task.

The WEC Asian Members already held last July in Nagoya a well-attended regional Forum and conducted a preparatory discussion on the subject.

The next regional Scenarios meeting is currently scheduled for May 2006 in China with the support of Mr. Zhang Guobao, Vice-Chair for Asia, and the WEC Chinese Member Committee.

A second meeting is due during the second half of 2006.
The Korean Member Committee has been invited by the WEC London to host it with my participation and the response of WEC Seoul has been affirmative.
In order to conduct an effective discussion at these meetings, Mr. Hosoya is now considering preparing and circulating beforehand to the Asia-Pacific and South Asia Member Committees, a draft report based on WEC's regional Scenarios analysis ToR (Terms of Reference).


2. Asia-Pacific 3rd Cross Border Project Study
Research on GHG emission trading has always been of great interest for the WEC Asia-Pacific Members.

Given that China is a key country for promoting GHG reduction projects and coal-fired power generation in China is expected to be a major CO2 emission source, the Members decided last year to launch the 3rd Cross Border Project Study focusing on the feasibility of a Chinese IGCC demonstration project in terms of CDM project qualification.

A preliminary research investigating the Chinese government's attitudes towards promoting CDM projects and the IGCC project stakeholders' support for the WEC regional study has been already completed.

However, the study has been brought into a standstill because the underlying project does not move ahead.
The Asia-Pacific members are now considering focusing on an alternative project in China and a few core members are planning to visit Beijing later this month to have a meeting with Mr. Hao Weiping, Director of NDRC, WEC's contact designated by Mr. Zhang Guobao, and ask for his advice.

Since WEC is also supporting the implementation of Carbon Capture and Storage (CCS) demonstration projects in developing and emerging countries, this meeting will provide an opportunity to exchange information on CCS projects in China.

I trust, however, that my fellow Regional Vice Chair Mr. Zhang Guobao is supportive of these projects and therefore my primary focus will be on other initiatives, e.g., alternative forms of energy.


3. South Asia Task Force
For South Asia, a Task Force Forum on regional energy cooperation was held last September in Colombo in collaboration with the South Asia Regional Initiative in Energy (SARI/E) and Energy Charter Secretariat.

The Indian Member Committee has taken the lead to complete a WEC regional study on Energy Dimension of Disaster Relief.
